(EHI) is a specialty provider of workers' compensation insurance focused on select small businesses engaged in low- to medium-hazard industries. The Company's business targets small businesses located primarily in several western states, with a concentration in California and Nevada. EHI distributes its products almost exclusively through independent agents and brokers, and its distribution partners. During the year ended December 31, 2007, 83.3% of the Company's base direct premiums written were generated by insureds in the four lowest industry defined hazard groups. Insureds in the first and second lowest hazard groups include restaurants, stores and educational institutions. Insureds in the third and fourth lowest hazard groups include physician offices, dentist offices, clothing manufacturers, machine shops, automobile and automobile service or repair centers and drivers. EHI underwrites these businesses and risks on an individual basis.
